Under the direction and supervision of the Executive Director of Pupil Services, provides leadership and is responsible for the development, direction, coordination, and evaluation of all aspects of the pupil services program in the West Hartford Public Schools. Includes oversight and leadership for the following support services: Special Education, Social Work, School Psychology, Speech and Language, Behavioral Therapy, Autism Consultation, ABA, Vocational and Transitional Services, Occupational and Physical Therapy, Services for the Hearing Impaired, Psychiatric Consultation, Nursing and Health Services, and Out-of-District Placements.
 
Qualifications:

  • Intermediate Administrative Certificate (092).
  • Five (5) years of experience as a school or district administrator.
  • Special education experience as a school or district leader preferred.
  • Demonstrated success as an effective leader. Must possess the skills and ability to collaborate with diverse stakeholders, supervise a wide range of programs and personnel, and engage in large-scale program improvement.
  • Demonstrated knowledge and understanding of special education law mandates and guidelines.
  • Strong organizational, interpersonal, and oral and written communication skills.

 
Performance Responsibilities:

  • Establish and promote high standards and expectations for students and staff for academic performance.
  • Administer, schedule, and evaluate the Special Education service delivery process for the development of IEP’s, annual review, and third year re-evaluation of IEP’s as required by State and Federal mandates.
  • Ensure that IEP’s address the student’s achievement in each of the District’s Core Curriculum Standards.
  • Lead the development and implementation of the Pupil Services Department Development Plan.
  • Supervise and support eleven (11) elementary principals as well as special education teachers and other department members as assigned.
  • Establish appropriate service and staffing levels for the department.
  • Design and implement professional development for administrators, certified staff, and noncertified staff annually, aligned with the district and department development plans.
  • Ensure that out-of-district placement of students is completed in an effective and efficient manner with the standard of the least restrictive environment (LRE).
  • Represent the District in mediation, administrative hearings, and court proceedings relating to students in need of or receiving special education services.
  • Complete all records and reports as required by law and regulations in a timely fashion.
  • Ensure the district complies with State and Federal regulations and that implementation is consistent with program requirements.
  • Protect the confidentiality of records and information gained while exercising professional duties and exercise discretion in sharing such information within legal confines.
  • Coordinate and monitor transportation for all eligible pupil service students.
  • Serve as the Title IX Coordinator.
  • Serve as a liaison between the District and the West Hartford Special Education PTO.
  • Participate in the development of the pupil services budget within the guidelines provided by the Superintendent, as requested by the Executive Director of Pupil Services.
  • Prepare and coordinate all Pupil Services grants and other applications as requested.
  • Respond to the public, staff, Board of Education members on a wide variety of teaching and learning and pupil services matters; investigate and resolve issues, and serve as liaison between building staff and the superintendent.
  • Perform all other duties as assigned by the Executive Director of Pupil Services.
